Abstract

"This volume offers a comprehensive history of the International Atomic Energy Authority (IAEA), featuring essays by both academics and policymakers. The IAEA's history spans the Cold War, the post-Cold War era, and the emergence of what some believe is the end of the post-Cold War era. During the chills and thaws of the Cold War, the IAEA's doors were always open to serious East-West security discussions. With the end of the Cold War, a time of new authority for the UN, revelations about Iraq's nuclear-weapons program after the Gulf War threatened the IAEA and its mandate to administer international inspections of peaceful nuclear activities to help ensure that diversions to military programs were not occurring. The extraordinary actions taken to address these challenges affirm the history of vision, statesmanship, international cooperation, institution building, and progress in creating the indispensable agency.
