Abstract:Within a relatively short amount of time, disruptive digital technologies have fundamentally changed many aspects of life. Digital transformations of production processes and consumer habits are happening so rapidly and radically that they are often referred to as the Fourth Industrial Revolution. The revolutionary essence of web-based digitalization is the incredibly fast and systematic fusion of technologies that break down the barriers between the physical and digital worlds. Digital networks, which are interconnected, communicate with each other, collect and exchange information, analyze huge amounts of data, and use it as a basis for decisions (Big Data), enable the mobilization of gains in efficiency, effectiveness, and innovation around the globe with their enormous performance potential. In theory, these gains could benefit everyone around the world—but in reality, not everyone will benefit equally from the “digital dividend” expected from this digital revolution (Hilser 2018, p. 92). Although three-quarters of the world’s population can communicate using cell phones, around two billion people lack access to digital information and communication technologies (ICT); more than 40% of the world population is still offline while 4.66 billion people use the Internet (Datareportal, Digital 2020 July Global Statshot Report). Digital change does not necessarily mean a win-win situation for all societies and their members; digitalization has not yet guaranteed prosperity for everyone.
